New Zealand's Greenhouse Gas Inventory 1990–2021
The 2023 inventory contains the emissions and removals data from 1990 to 2021, major emissions trends, and methodology used by New Zealand for estimating its emissions and removals. The inventory informs the Ministry for the Environment’s policy recommendations on climate change, and it enables us to monitor progress towards our emissions reduction targets.
* Table A3.2.15 (p. 106) of the annexes was updated on 19 January 2024.

New Zealand's Greenhouse Gas Inventory 1990–2013
The common reporting format tables (CRF tables) for the inventory (1990-2013) have been published in July 2015 due to issues with the CRF software. To ensure consistency between the inventory and the CRF tables, the inventory originally published in April 2015 has been updated in July 2015. The updates do not affect New Zealand’s emission trends. The updated inventory includes corrections of typographical errors identified since its original publication in April 2015.

New Zealand's greenhouse gas inventory (Explanatory information)
New Zealand's Greenhouse Gas Inventory 1990–2012
In 1990, New Zealand’s total greenhouse gas emissions were 60,641.4 gigagrams carbon dioxide equivalent (Gg CO2-e). In 2012, total greenhouse gas emissions had increased by 15,406.5 Gg CO2-e (25.4 per cent) to 76,048.0 Gg CO2-e. The four emission sources that contributed the most to this increase in total emissions were dairy enteric fermentation, road transport, agricultural soils, and consumption of hydrofluorcarbons.
In 2012, net removals under Article 3.3 of the Kyoto Protocol were 14,968.6 Gg CO2-e from land subject to afforestation, reforestation and deforestation.

New Zealand's Greenhouse Gas Inventory 1990–2011
In 1990, New Zealand’s total greenhouse gas emissions were 59,643.1 gigagrams carbon dioxide equivalent (Gg CO2-e). In 2011, total greenhouse gas emissions had increased by 13,191.9 Gg CO2-e (22.1 per cent) to 72,834.9 Gg CO2-e. The four emission sources that contributed the most to this increase in total emissions were dairy enteric fermentation, road transport, agricultural soils, and consumption of hydrofluorcarbons.
In 2011, net removals under Article 3.3 of the Kyoto Protocol were 16,765.5 Gg CO2-e from land subject to afforestation, reforestation and deforestation.

In 1990, New Zealand’s total greenhouse gas emissions were 59,643.1 gigagrams carbon dioxide equivalent (Gg CO2-e). In 2011, total greenhouse gas emissions had increased by 13,191.9 Gg CO2-e (22.1 per cent) from 1990 levels to 72,834.9 Gg CO2-e.
New Zealand’s Greenhouse Gas Inventory 1990–2009
In 1990, New Zealand’s total emissions were 59.1 million tonnes of carbon dioxide equivalent (Mt CO2-e). In 2009, this total had increased by 11.5 Mt CO2-e (19.4%) to 70.6 Mt CO2-e. This long-term trend is largely due to growth in energy emissions, particularly from road transport and electricity generation.
In 2009, net removals from afforestation, reforestation and deforestation under the Kyoto Protocol were –17.3 Mt CO2-e.
New Zealand’s net emissions are less than the average assigned amount units for 2008 and 2009. We are on track to meet our Kyoto Protocol target.
